PANAJI: The Goa Lokayukta has observed that elected members of the local bodies, zilla panchayat, chairmen, presidents of the autonomous bodies are not keen to submit their respective statements of assets and liabilities as is required under provisions of the Lokayukta Act, 2011.
Under section 21, every public functionary is required to submit a statement of assets and liabilities for every year that he holds office.
The observations found in the Annual Report of the Lokayukta which was tabled in the assembly and found that just 40 of the around 1450 elected representatives of local bodies viz. Village panchayats, zilla panchayats, municipalities, etc had submitted their statements of assets and liabilities.
With regards to local bodies, the Lokayukta has expressed its helplessness in issuing notices to each and every elected representative considering the large number of village panchayats, municipal councils, zilla panchayats, autonomous bodies and corporations. The Lokayukta instead wrote to the Chief Secretary to ensure that all the concerned public functionaries submit their statements.
Public functionaries include members of the legislative assembly, chairmen of autonomous bodies, councillors of municipal council, zilla panchayat members, and village panchayat members.
