The 121 illegal structures at Baina were finally served show-cause notices on Tuesday. The Goa Coastal Zone Management Authority issued the 121 show-cause notices which were served through the Mormugao Mamlatdar s office. The Mamlatdar s office formed three teams and completed the process of serving the notices to the 121 illegal structures with the help of a strong police force in the evening. While most of the occupants of the illegal structures accepted the notices, a house owner refused to accept it and another owner of an ice plant, which was rented out to migrants, was not available. However, the occupants of plant accepted the notice stating that the place was rented out to them by the owner of the ice plant. According to the show-cause notice, GCZMA stated that during its 127th meeting on April 29, the members upon perusal of a checklist submitted by the deputy collector and SDM Mormugao noted that there are illegal pacca/permanent structures erected in the NDZ area/CRZ on Baina beach and also on private land. “The structures are erected in gross violation of the CRZ Notification 1991/2011. It was decided to issue directions/show-cause notices under Section 5 of the Environment (Protection) Act, 1986, and other enabling provisions read with rule 4 of the Environment (Protection Rules, 1986) to all the violators/parties/owners/operators as specified in the checklist,” the notice reads. The notice has directed the alleged violators to show cause as to why directions to restore the land to its original state should not be issued to them. It has directed them to file replies along with requisite documents issued by the authorities concerned including permission granted by GCZMA along with approved plan, if any, within 15 days.
