WHAT ARE THE ALLEGATIONS
According to the councillor:
* Offer of a bribe of Rs five lakh from the CO, asking him to sign the no-confidence motion against the chairperson
* Initially, he was asked to quote his demand. But later in the day he was told that Rs 5 lakh was kept ready
* The CO called him repeatedly between June 15 and June 20
* He meets the CO at a hotel in Mapusa where he is told that the money is kept ready in the car
* He provides the ACB with the video and audio recordings of the entire conversation

Superintendent of Police (ACB) Vimal Anand Gupta on Tuesday confirmed this development.
In his complaint submitted before the ACB on June 20, Ghadi has stated that the Chief Officer Arlekar allegedly offered him bribe of Rs five lakh, asking him to sign the no-confidence motion against the sitting chairperson.
Ghadi, who addressed the media along with other councillors in Panaji on Tuesday, said that he has also furnished the required evidence against Arlekar.
Recounting the incident, Ghadi stated, “On June 15, 2016, Arlekar called me on my mobile phone and offered me Rs five lakhs to sign the \'No Confidence Motion\' against the Chairperson Dharmesh Saglani. Initially, I was asked to quote my demand. But later in the day, Arlekar called me at around 3.45 pm and informed me that an amount of Rs five lakhs has been kept ready. However, I did not meet him.”
The councillor further alleged that Arlekar called him repeatedly between June 15 and June 20 and that he was told that the money would be given to him right after he signs the no confidence motion. “We met at a reputed hotel in Mapusa where Arlekar told me that the money was kept ready in the car and that it would be handed over right after I signed the motion,” Ghadi stated.
In what could prove to be the clinching evidence in this matter, Ghadi claimed to have submitted to the ACB the video recording and the audio of the entire conversation.
Sanquelim Municipal Council chairperson Saglani, who was also present, demanded that an fair and transparent investigation should be conducted into this complaint.
“The Chief officer needs to be suspended to aid a fair probe and ACB needs to investigate to get to the mastermind of this entire episode,” Saglani said.
