Petitioner contends structure built on sand dunes not temporary
STRUCTURE UNDER RADAR: The structure allegedly built on sand dunes near Candolim beach has been ordered to be partly demolished by the GCZMA.

The Bombay High Court at Goa has allowed de-sealing of premises in Candolim to enable the applicant, Suzana Zulekha Ifran Tinwala, to carry out the demolition of structures found in excess of approved plans.
However, the court imposed strict conditions, directing that the demolition be done only under the supervision of the Goa Coastal Zone Management Authority (GCZMA).
The applicant had sought permission to demolish portions of a structure at Survey No 112/1, Candolim, in compliance with a GCZMA demolition order dated May 2, 2025.
The court noted arguments by advocate Rohit Bras De Sa, representing the petitioner Premanand Diukar, president of the Calangute Constituency Forum in the connected PIL, that the structure was raised on sand dunes and could not be considered “temporary” as claimed.
An inspection report had found the built-up area to be 759.34 sq mts against an approval for only 304.26 sq mts, with permanent flooring and staircases in violation of permissions.
While agreeing that the violations were substantial, the bench allowed the applicant limited relief.
The premises will be de-sealed only from September 22 to 24, and exclusively for demolition of the unauthorised portion.
The GCZMA has been tasked to depute officers to oversee the demolition and thereafter carry out a fresh inspection.
The court also directed GCZMA to submit a detailed report with photographs by October 3, 2025, indicating the exact structures demolished, the structures still standing and whether the remaining construction qualifies as a “temporary structure” within CRZ norms.
The matter has been posted for further hearing on October 8 in the PIL concerning illegal coastal structures.
