HSRPs fire up security concerns again

With the conclusion of the four weeks time granted by the Supreme Court to Goa and four other States to respond to a contempt plea alleging non-compliance of order related to ensuring High Security Registration Plates (HSRP) for all vehicles, a debate among bureaucrats and public alike questioning the element of ‘high security' has been rekindled.

With the conclusion of the four weeks time granted by the Supreme Court to Goa and four other States to respond to a contempt plea alleging non-compliance of order related to ensuring High Security Registration Plates (HSRP) for all vehicles, a debate among bureaucrats and public alike questioning the element of ‘high security' has been rekindled.
The German technology that the system intends to mimic is highly advanced. The technology involves sealing of a plate containing a chip along with the chassis number plate in the engine room. Apart from this, the vehicle registration number plates snap-locked on the front and rear bumper also bear a similar chip. These chips contain the same information about the model, make, chassis number, registration number and ownership details of the vehicle.
As a result, when a law enforcement officer pulls up a driver, he scans both these chips and tallies the information with the details fed into the central database of the department. All these elements ensure high security and have been proved to be tamper-proof.
As against this, the Indian system of HSRP rests mainly on the snap-locking of the number plate to the front and rear bumper and a hologram sticker on the wind shield.

Goa to file its reply in apex court
PANAJI: The State government will submit an affidavit before the Supreme Court in the this week in response to the contempt plea alleging non-compliance of order related to ensuring High Security Registration Plates (HSRP) for all vehicles. The four weeks time granted by the SC on August 8 to Goa and four other states to respond to the contempt plea ends in the second week of September.
SC had sought a reply within four weeks about the failure of the State government in enforcing the apex court order of 2012 directing all States to implement the scheme of fixation of HSRP by April 30, 2012 for new vehicles and by June 15, 2015 for old vehicles or to embossed, hot-stamped chromium-based hologram, security inscript, laser-etched nine-digit alpha numeric code, snap lock and third license plate sticker on wind screen. The third registration mark refers to a self-destructive hologram sticker on the left-hand top side of the windshield. Registration number, chassis number, engine number of the vehicle and other information will be printed on this sticker.
Sources believe that this fragile notion of ‘high security' can be eliminated if the three parts i.e. two bumpers and the windshield are cleanly replaced.
Some vehicles have the number plate on the back side panel, which is also a replaceable part.
HSRP has been made mandatory by the Supreme Court following the amendment of Rule 50 of Central Motor Vehicle Rules, 1989 to standardise the pattern of displaying registration mark across the country. But it is not clear how HSRPs as enforced in India will contribute though the idea is to ensure quick identification of vehicles involved in crimes.
Since 2007, when the project was first tendered in Goa, least 50,000 to 60,000 vehicle owners have installed HSRP. However, state government can initiate the retendering process only after the resolution of the contempt plea pending before the Supreme Court.
