With two deputy collectors, a mamlatdar and six joint mamlatdars at the helm, less than 2 percent of revenue-related cases are being disposed off in Bardez.

For the last six months, altogether 608 cases areas are pending while just 12 cases have been disposed off at various revenue courts in the taluka. As per the data available with the revenue department, two cases are pending before the deputy collector while 44 cases are pending before the mamlatdar.

Similarly, 127 cases are pending before the court of joint mamlatdar I and 117 before the joint mamlatdar VI.

In the same way, cases pending before Jt mamlatdar II, III, IV and V are 82, 71, 83 and 82 respectively.

While no cases have been disposed off by the deputy collector in the last six months, the court of mamlatdar has disposed off two cases.

Jt mamlatdar I and II has disposed off nine and one case respectively within the same period, while no cases were disposed off by jt mamlatdars III, IV, V and VI.

The bulk of cases decided by the revenue courts are of mutation, partition, mundkar and tenancy.

Dr Satish Rao, a Mapusa-based advocate, said that mundkar and tenancy cases may drag on for years and to certain extent condonable, but cases of mutation and partition should not take much time.

“Generally, speed has to be shown while deciding mutation and partition cases which are crucial for the public,” Dr Rao said.

Adv Naveen Bhivshet attributed the delay in settling the cases because most of the mamlatdars were on election duty for almost four months.

“The general public should not suffer because of the elections. Authorities should ensure that one or two mamlatdars are deputed for election duty,” Dr Bhivshet said.

He also attributed the delay in disposing off cases due to inexperience of some of the joint mamlatdars who have been promoted from awal karkuns and some of whom have no legal background.
