Claiming serious flaws in the final CZMPs during the preliminary review, the gram sabha of Loutolim village panchayat unanimously resolved that the panchayat write immediately to the Secretary (Environment), Government of Goa, the Joint Secretary, Ministry of Environment, Forest & Climate Change and the Member Secretary of GCZMA asking the authorities to revoke the published final CZMPs and prepare proper maps in consultation with the panchayat and people.
The gram sabha further demanded not to grant any permission under the published final CZMPs; or, in the alternative, to adopt the CZMPs prepared by the villagers and submitted by the village panchayat of Loutolim.
The resolution further stated that the Loutolim panchayat shall do all that is necessary, including engaging the authorities and the courts, to ensure that the final CZMPs are corrected and to restore the glory of rivers, khazans and villages and revive agriculture, fisheries and other traditional activities.
During discussions, gram sabha member Xavier Fernandes pointed out that the authorised structures of local residents within CRZ are not shown. It was observed that though the legend included demarcation of “Authorised Structures”, the map did not demarcate even a single structure of the villagers.
While saying the ferry ramp at Rassaim is shown as ‘Jetty/ Shipyard/ Ramp’, the gram sabha pointed out that it is essential that ferry ramps are given a different symbol in the legend and that the ferry ramp at Rassaim is marked as a ferry ramp only.
