In the coastal zone, it is a regular scene of party organisers misusing the permits of musical nights, to play music in open places, which is a contempt of Court orders, as there is a ban on any kind of music after 10 pm in Goa. Expressing concern over this, Adv Prasad Shahapurkar, member of Sound Pollution Control Committee, stated that a strict investigation and inquiry in the matter is necessary. “The permits that are issued, with conditions to organise musical nights, should be checked and the permission to play music of 55 decibel is also a matter of investigation,” said Shahapurkar.
In the coastal zone, and in an open place, after 10 pm, no music should be played. The permission to organise musical parties or musical nights is issued by the deputy district collector. The permission is given provided 17 conditions and rules are observed. Some party organisers are misusing these permits in Morjim, Ashwem, and Mandrem, claim the local sources.
The Police deputy superintendent through the Pernem Police sends his report regarding the party organisation or playing music. On the basis of this the deputy district collector issues permission to play music after 10 pm, with 17 rules and conditions. However, no body bothers if these 17 rules are observed or not, pointed out Adv Shahapurkar, demanding strict action against those who are involved in organising musical nights in Askawada, Mandrem and Ashwem beaches.
Adv Shahapurkar claimed that on January 27 there was a musical night at Askawada Mandrem, and the sound was heard till Dandos wada, due to which the public could not get sleep. “I told the Pernem police at 11 pm and went personally to the party place and stopped the party. Next morning again, the party started with loud music. I told the police again, but there has been a big misuse of permits and lot of misappropriate things are going on here,” alleged the advocate, appealing the police and the deputy district collector to keep a vigil on the observance of conditions by the organisers.
There is a ban on organising party in the coastal zone after 10 pm, but some of the organisers do the parties during the day too, claimed the locals. There are hotels, restaurants and clubs in this area that regularly organise parties, and despite several complaints to the Pernem deputy district collector, Pernem police and North Goa district collector, no action has been taken yet, alleged Adv Shahapurkar.
