Chief Minister Manohar Parrikar on Thursday told the Legislative Assembly that contract workers in municipalities in the State will be regularised even as the government was seriously considering bringing the civic staff in common cadre.
“The long pending issue of contract workers in various municipalities will be resolved by the government by regularising the service of such workers who were recruited until April 25, 2017,” Parrikar said.
“Any contract workers appointed after this date
will not be considered,” he added.
The Chief Minister was responding to the demands for grants of Urban Development Ministry on Thursday.
He said that 60 percent of the salary of the contract workers will be borne by the municipalities while the balance 40 percent will be borne by the state government.
The Chief Minister said the issue of common cadre for the civic staff was a long-pending demand and the government was ready to implement it if all the members agreed to it.
“A clerk in the civic body or even in panchayat has become more powerful than the chairperson or the Sarpanch. Common cadre is the need of the hour,” Parrikar said.
He assured the House that he will take all the members into confidence while taking a decision on the issue.
He suggested implementing the decision in a particular department and gradually moving on to other departments.
“We will hold dialogue with the municipalities in the state,” he said
Parrikar said construction of toilets will be taken up by GSUDA in urban areas even as waste management corporation will be responsible for construction of the toilets.
“These are good quality toilets which will last for 10 to 15 years. Besides in the first three years, the agency concerned will provide technical support,” he said.
The Chief Minister said that work on district court building was going on will be completed in four years.
“When the work had started, no one had taken trouble to take any permissions. A lot of clearances were required for the project but no one had taken it before we took over. Now, we have acquired most of the clearances and work is on track,” he said.
