It’s a plan which may stop haphazard road digging in Mapusa and more importantly its subsequent restoration.
In an effort to put a proper system in place to restore dug up roads, quality-wise and in quick time, Mapusa Municipal Council (MMC) Chairperson Sandeep Falari has drawn up a plan, which will now be placed before the next council meeting for ratification.
As per the plan, any government department or a private agency like the PWD roads and water supply or a telecom company want to dig up any roads in Mapusa, they have to first inform MMC three months in advance.
The department/agency has to provide all the required details along with the sketch of the area that will be dug.
Once the municipal council receives the proposal from the department concerned, in the next seven days, the engineering staff of the council along with the staff of the agency concerned will conduct a joint inspection of the road to be dug.
Then, in the next 15 days the engineering section of the MMC will make an estimate of the cost for reinstating the road post digging.
Once the estimate is prepared, the department concerned will have to deposit the estimated amount with MMC within 20 days. Only then MMC will issue an NOC to dig the road to the department/agency.
Once the digging work is completed by the agency concerned, the headache of restoring the road is then on MMC.
“As of now, the agency concerned that digs the road has to restore it and it’s mostly done through the PWD. We have seen that PWD takes long time to restore damaged roads and on most occasions it does a shabby job,” Falari said.
He said he has proposed guidelines and now it is for the council to decide.
