Police net man with fetish for women’s undergarments

Will be examined by a govt doctor to ascertain his mental condition

PANAJI

Panaji police on Friday arrested a 35-year-old Taleigao resident Tulsidas Shirodkar for allegedly breaking into homes at a plush Dona Paula residential complex and stealing cash besides staring at sleeping women and couples by invading bedrooms.

There were complaints from 11 residents stating that an unknown, nearly nude dark-skinned man oil smeared all over his body had been frequently breaking into their homes over the last three months at night. The residents complained that he watched women sleeping in their bedrooms and sometimes stole cash and female undergarments.

The reportage of these incidents created panic amongst the residents of Caranzalem and Dona Paula, police claimed, adding that the arrested man was living alone for the last two years in his family home in Maddar, Taleigao, after the death of his sister.

His neighbours informed that he has a history of unusual behaviour towards women, police said, adding that they have recovered ladies undergarments from his house.

From his unusual behaviour police have came to a prima-facie conclusion that he is a psychopath. He will be examined by a government doctor to ascertain whether he could be referred to the Institute of Psychiatry and Human Behaviour.

Police Inspector Siddhant Shirodkar said that a rickhshaw owner saw Shirodkar on August 3 night around 3 am in the area close to the building where the incidents were reported.

The accused has also confessed his crimes and admitted that he entered the building basement from the rear which is why he went unnoticed by the security, Shirodkar said.

Tulsidas has been booked under sections 457, 380 and 354(c) of the IPC. A formal complaint was registered by a resident of Adwalpalkar Horizon, Dona Paula.

Police said although there were guards engaged in the complex they were not monitoring the area. Moreover, there was no CCTV surveillance, they stated.
