Addressing the media, Alvis Almeida and others claimed that he is in possession of the divergence certificate allegedly issued by the Municipal Chairperson Polita Carneiro, while demanding action in the matter.
“According to my knowledge and information, the Chairperson of any municipality is not authorised to issue any divergence certificate. In fact, there is a directive from the DMA Elvis Gomes addressed to the Quepem Municipal Council stating that the government has appointed officers such as mamlatdar of the respective taluka to issue divergence and residential certificates. Therefore, the issue of these certificates by a chairperson is absolutely illegal having no express sanction of law,” Alvis said.
He further pointed out that there’s no report prepared by the Municipal Council before issuing the divergence certificate, warning that he would take all necessary and legal recourse if action is not initiated against the chairperson.
Replying to a question, Alvis said that he would not hesitate to initiate proceedings against the Chief Officer if he fails to initiate action against the Chairperson.
“I would be forced to include the Chief Officer as a conspirator in the episode if he fails to initiate action,” Alvis added.
