Police Sub-Inspectors of the Goa Police Force who have come under the scanner for reportedly not carrying out the duties they are supposed to, to their full potential, and who are being penalised for the same with salary cuts, feel that these are not justified and an unfair means to bring PSIs to task.
The Goa Police has allegedly been using salary cuts as a deterrent to PSIs who have been evading duties for the past 2-3 months.
The duties that PSIs are supposed to carry out include giving out a certain number of challans per month for traffic violations, public smoking, and other such minor offenses.
PSIs who refused to come on record, for obvious reasons, informed, that if fixed targets for booking these cases were not met, then the department cut a percentage of salary proportionate to the number of cases not booked.
Thus, salary cuts vary from PSI to PSI. Salary cuts for the officers are a provision under the “Service Rules” of the Police Force.
Specifically, PSIs are expected to book on an average 10 violations under Motor Vehicles Act and 2-3 cases of public smoking per day.
Besides those who had been submitted to salary cuts, even PSIs who have not yet faced the cuts are upset.
Some PSIs on condition of anonymity informed, that their salaries were being cut without being given a chance to explain.
Others said that they failed to meet their targets as they were busy with other work like investigations, documenting case files and appearing in courts.
However, these reasons did not cut ice with their seniors who felt that there was more than enough time for all duties to be performed.
Senior officers of the Goa Police Force did not want to comment on record, but said, for their part, that PSIs were given a proper hearing before the step of cutting their salaries was taken.
For those PSIs that seemed to have genuine reasons, censures were issued, to give them a chance to improve.
However, those without valid justifications for non-performance of duties were faced with salary cuts.
The senior officers further stated that if officers worked sincerely, then they could easily achieve their targets even after doing investigation, documentation of major cases and appearing before the courts.
Other officers, when contacted, denied that salary cuts were implemented.
