The Public Works Department (PWD) has initiated a major shift towards digital management of government works, making MAPFLOWS mandatory for generation of estimates, Technical Sanction and Administrative Approval, while e-billing has been made compulsory for work orders issued from August 1.
Under the new system, all estimates under the Revenue and Capital accounts will have to be generated through MAPFLOWS. All documents in the relevant file must also be uploaded on the platform, while detailed scrutiny and Technical Sanction (TS) will be carried out online.
Proposals for Administrative Approval (AA) will also have to be submitted online, with the PWD making it clear that proposals carrying an offline Note for AA will not be considered for approval or sanction.
For Revenue Account works costing up to Rs 15 lakh, the entire process for AA will be digital and no physical files will be required.
For Revenue works above Rs 15 lakh and all Capital Account works, the complete printed file will have to be submitted to the office of the Joint Director of Accounts (JDA-PWD) after the proposal is cleared by the Principal Chief Engineer. The arrangement will continue until a mechanism is established at the PWD headquarters for printing proposals. The department, however, has retained offline processing for certain tender-related procedures. Post-tender formalities up to tender acceptance will continue offline until further orders. Details will subsequently have to be uploaded on MAPFLOWS, including the name of the L1 contractor and the Note for Expenditure Sanction (ES).The PWD has warned that an ES proposal will not be ac cepted if the Note for ES is generated offline. Contractors not listed on MAPFLOWS will have to register through the platform’s Contractor Registration Module.
Tender acceptance, single tender cases, cases involving identical offers from multiple agencies, proposals before the Expenditure Finance Committee and Government Standing Works Board, as well as extra and substitute items and deviation statements, will continue to be processed offline until the department moves completely online. The circular recently issued by Principal Chief Engineer Sandip Chodnekar also puts the onus on officials for compliance with e-billing. E-billing will be mandatory for all work orders issued from August 1, and any offline bill considered for payment will be treated as a “lapse”, with the concerned officials held responsible. The PWD has directed all offices and officials to ensure that documents uploaded on MAPFLOWS are complete and accurate.
The new instructions came into force from August 1 and will be revised periodically as the department moves towards a fully digital works-management system.
