A team of PWD engineers will visit Nuvem from April 26 to undertake re-demarcation of land acquired for construction of the Western bypass at Nuvem. This was announced by Nuvem panchayat secretary Shaikh Abul in the Gram Sabha which was held on Sunday. It was conducted by sarpanch Camilo Alvares. The matter came to the fore after a Nuvem villager Jose Roque Andrade raised points submitted by way of his letter to Nuvem sarpanch in connection with the bypass. He wanted to know details such as the total area acquired in Nuvem as regards agriculture, settlement, water bodies, etc and more details pertaining to aspects such as total number of culverts, side retention walls, provisions such as pathways for residents for crossing the road, EIA report, the dumping of mud, etc. He urged the Gram Sabha to forward his set of demands to the authorities concerned for obtaining answers for the same.Social activist Zarina de Cunha termed the bypass as illegal and demanded that the dumped mud be removed so as to prevent flooding of the village during the rainy season. The Gram Sabha also expressed the need for undertaking the verification of migrants in respect of their sanitation needs. Many others expressed their apprehensions about the migrants criminal activities.The audit report of the year 2014-15 was read out and it was resolved to return the untilised funds amounting to Rs 14.85 lakh invested in the Fixed Deposit Receipts (FDR) by the Nuvem panchayat to the sanctioning authority as the same were lying unutilised. Zarina questioned the panch members as to whether they had sought the government s permission to retain this amount and invest the same in fixed deposit. A proposal as regards the stipulation to formulate the Gram Panchayat Development Plan based on the demands of the residents as regards drainage, roads, water, sanitation, etc., in order to source funds earmarked under the XIVth Finance Commission was also put forth before the Gram Sabha.The Panchayat Secretary explained that the Plan will have to be formulated after all 11 elected Nuvem panch members, NGOs, SHGs, Standing Committees, Village Development Committee approach the villagers and get inputs on what the latter want in their respective wards. Once this exercise is accomplished, the Gram Sabha was informed that a Special Gram Sabha will have to be convened for scrutinising these proposals and prioritising them.Earlier, to mark the National Panchayat Raj Day, Panchayat Secretary administered the oath to the villagers present at the meeting.
