Town and Country Planning Minister Vishwajit Rane on Thursday categorically stated that the provision of Section 17 (2) in the TCP Act will not be scrapped.
Replying to demands on TCP on the floor of the House, he took a jibe at the Opposition asking those against the decision to challenge it in court.
“Regional Plan 2021 was a major scam orchestrated by the State Level Committee… (architect) Dean D’Cruz, who was on the committee manipulated for his personal gain. I do not foresee the need for another RP in the State. The process of drafting a new plan would take a decade, and the existing RP 2021 is now outdated,” he asserted.
Regarding Section 17 (2) and other amendments, Rane defended its introduction as he was visibly upset that there has been opposition to development and progress. "Those who are opposing it should go to the Court," he said.
Rane also pointed out instances of open spaces in front of churches and temples being converted without any objections from NGOs or civil society members.
Fatorda MLA Vijai Sardesai challenged Rane’s statement reminding the House that Margao MLA Digambar Kamat, currently in the BJP government, was the Chief Minister when the RP 2021 was notified. He questioned whether Kamat had authenticated Rane’s accusations citing both Rane and Kamat were part of the same Cabinet that approved the plan.
Meanwhile, the minister assured that a comprehensive assessment and planning process will take place while adding that criminal action will be initiated against those committing fraud.
During the discussion, the Opposition had objected to the decision to abandon the RP, demanded scrapping of Section 17 (2) of the TCP Act and clarification on the status of 16 (b).
