As per law, all industrial estates are required to keep 15% of their overall area as open. This is to ensure good working conditions for people working in industrial areas. Due to this, allowing establishments in open spaces are discouraged.
Parrikar provided this information while replying to a question tabled by Ponda MLA, Ravi Naik, during the ongoing session of the assembly.
It is also reported that GHRSSIDC (Goa Handicrafts Rural & Small Scale Industries Development Corporation) too was allotted a plot in an open space in Kakoda Industrial Estate.
Of the 14 total approvals, eight approvals for allotting plots in open spaces were given when Quepem MLA Chandrakant (Babu) Kavalekar was the chairman of Goa Industrial Development Corporation between 2007 and 2012. Meanwhile, Canacona MLA Isidore Fernandes too gave three approvals for allotting plots in open space when he was GIDC's chairman in 2015.
Parrikar informed further that nine industrial estates in Goa have less than 15% open space required by law.
The industrial estates at Corlim (2.3% open space), Margao (14.1%), Sancoale (6.66%), Mapusa (4.26%), Tivim (6.42%), Bicholim (8.75%), Bethora (14.23%), Pilerne (13.26%) and Madkaim (14.82%) have less than 15% open space.
However, industrial estates at Corlim, Sancoale, Mapusa, Bicholim, Bethora and Madkaim are really old and the allotment of open space was less at the time of their establishment.
