Safeguard quotas for SCs, STs, in promotions, Cong urges Prez

The Congress in Goa has sought the intervention of President Ramnath Kovind to safeguard quotas for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in promotion as well.  

In a letter to Kovind, the Goa Pradesh Congress Committee (GPCC) said, affirmative justice for SCs, STs and OBCs is a cardinal principle running through the Constitution.  

“The people of Goa and Goa Pradesh Congress Committee demands that the Government of India take suitable action to enact a law protecting job security and reservation for the underprivileged SC, ST, OBC and Dalits,” the letter adds.  

Millions of SC/ST/OBC population are equal stakeholders in India’s ​democratic process, the letter further said, adding that Article 15(4) and Article 16(4) read with Articles 46, 335, 341 and 342 enshrine the principles of reservation in government jobs, appointments and educational Institutions for members of SC, ST and OBC communities.   

“It is this fundamental right and protection that we call upon your High Office now to help preserve it,” the Congress letter to Kovind said.​   

The Congress’ wrote to Kovind in the wake of the Supreme Court’s February judgement in a case in which the BJP-led Uttarakhand government had argued that reservations are neither a fundamental right nor a constitutional duty, GPCC president Girish Chodankar said.
