Service deficiency? Govt to hold officials accountable

Any government servant who is not showing active interest in resolving common man’s issues, a policy (scheme) will be laid out which will list various ways to fix accountability on the officer concerned

PANAJI: Revenue Minister Rohan Khaunte on Thursday said the State government would soon come out with a scheme that will fix accountability on government officials who fail to resolve issues of common man and assured swift action against errant officers.
Khaunte said the scheme for government servants was supposed to be tabled by the chief minister in this assembly session, but will now be taken up in the monsoon session.
“Action will be taken against officers who think the chair is supreme and not the people. For this government, people are supreme and not we (politicians and officers). Officers should be accountable to the system. Nothing can stop the government to act against errant officers,” Khaunte said.
The revenue minister was addressing a public grievance redressal meeting attended by Zilla Parishad members, sarpanchas and panch members from various panchayats in Bardez at Bodgeshwar Temple hall, Mapusa.
Officials of the revenue department like the Deputy Collector, Additional Collectors, Mamalatdar, BDO etc were present at the meeting.
“Any government servant who is not showing active interest in resolving common man’s issues, a policy (scheme) will be laid out which will list various ways to fix accountability on the officer concerned,” he said.
He said government officials were public servants and therefore were expected to take decision that benefited the public at large.
“Most works are initiated not because the minister wants it or the ZP or the sarpanch or panch member wants it. The works are taken up only because the village and the people need it,” he said.
“And if the government servant does not understand this reality, then you will see action against the official,” he added.
The minister said he was not blaming all the officers as there were a lot of government officials who were doing good work at times going out of their way to deliver timely services to the people.
“If we need to deliver good governance we need good officers… Some of the officers do not have the flexibility to reach out and resolve the problems facing the people…It’s these officers who need to mend their way,” he said.
Citing an example of a mamlatdar in Sanguem who mutated a government land and entrusted it to a private owner, he said the mamlatdar was suspended and the crime and vigilance departments were now inquiring into the matter.
“Similarly, if there are complaints against disproportionate assets against a government servant an inquiry will be launched against the officer,” he added.
