State govt explores AI to manage tourist crowds

Data platform to help forecast visitor movement

PANAJI

In a move to explore the use of artificial intelligence (AI) in tourism management and public services, the Goa government has signed a Memorandum of Understanding (MoU) with The Modern Data Company to explore applications such as tourist-flow forecasting and crowd management.

Announcing the agreement on November 4, the company said its DataOS platform would help integrate information across government departments and facilitate data-driven, AI-powered decision-making.

The partnership will explore the use of predictive analytics to forecast tourist movement, enabling authorities to plan crowd management, transportation and safety resources more effectively, particularly at high-footfall destinations.

One priority application is targeted to go live by February-March 2027, subject to the necessary approvals.

The collaboration comes amid growing tourist footfall in Goa and the need for better management of visitor movement and infrastructure at popular destinations.

According to State government data, Goa recorded 7,690,149 tourist arrivals between January and September 2026, a 0.76 per cent increase from 7,632,100 visitors during the corresponding period in 2025.

The proposed AI applications are also in line with Goa’s draft AI Policy 2026, which envisages deploying crowd-prediction systems at beaches and heritage sites. The policy also proposes AI-based demand forecasting to assess requirements for accommodation and transportation.

The integration of departmental data through the DataOS platform is expected to help government agencies make more effective use of information for planning and resource allocation.
