Confusion reigned supreme at the taluka Sub-Registrar and Town Planning offices over the registration of sale deeds, with beleaguered residents being made to shuttle between the two offices for want of clarity amongst officials on how to go about with the work.

A worried TCP Minister Vijai Sardesai rushed in to cap the fear and apprehensions, saying the TCP has come out with clear guidelines for officials and has notified the taluka senior town planners, deputy planners and town planners for granting NOCs.

Many a Saxttikar who thronged the office of the Sub-Registrar were told that registration of sale deeds on certain plots will depend on the NOCs issued by the Town Planning office. On the other hand, people who visited the taluka town planning office were reportedly told to come again since there was no clarity on the issue of NOCs.

Taking cognizance of the confusion over the last one week, the Chief Town Planner Rajesh Naik has come out with a set of guidelines for the benefit of the town planners on how to go about issuing NOCs. The Chief Town Planner has also come out with a notification to the officers at the taluka TCP offices authorised to issue NOCs. “We have come out with clear guidelines today how to go about with the work of issuing NOCs. I appeal to the people of Goa to bear with the Town & Country Planning department for three more days,” TCP Minister Vijai Sardesai told The Goan, promising that the new system will fall in place and will be streamlined after Easter Sunday.

Seeking cooperation from the people to implement the new guidelines, the TCP Minister said there are bound to be teething problems when the status quo is sought to be disturbed, saying the government has come out with the NOC in the larger context of saving Goa for posterity.

The CTP order states that applications under 49(6) shall be made by the land owner, who is selling the property in the prescribed format along with copies of the survey plan, form I & XIV, approved sub-division plan, site plan showing area proposed for sale and relevant ownership documents. Processing fee as prescribed shall be levied at the time of filling the application.
