Acting on rising health concerns and alleged violations of groundwater usage norms, the Water Resources Department (WRD) on Saturday, sealed a borewell at the Prabhu Violetta residential complex in Dabolim, following the expiry of a three-day show-cause notice issued earlier.

The action comes in the backdrop of 158 reported cases of diarrhoea from the residential complex, which triggered alarm among health authorities and residents.

Officials stated that the borewell was suspected to be one of the contributing factors to the worsening situation.

According to WRD records, a show-cause notice dated March 20 was issued to the parties concerned after a site inspection conducted on March 18, based on a complaint from the Primary Health Centre, Cortalim.

During the inspection, it was found that the borewell, originally permitted strictly for construction purposes, was being used for domestic consumption, in violation of the Goa Ground Water Regulation Act, 2002, and relevant rules.

The notice had directed the responsible parties to respond within three days, failing which action including closure of the borewell and imposition of penalties would be initiated. With no satisfactory compliance reported within the stipulated period, WRD proceeded to seal the borewell on Saturday.

Officials further indicated that misuse of groundwater sources, particularly in sensitive residential zones, could have serious public health implications. They maintained that strict enforcement was necessary in view of the ongoing health situation at the complex.

The notice had also warned that if the violation was found to have adversely affected the health of residents, further legal action, including criminal proceedings under relevant provisions of law, could be initiated.

Meanwhile, health authorities continue to monitor the situation closely, with efforts underway to identify the exact source of contamination and prevent further spread of illness. Residents have been advised to use safe and treated water for consumption until the situation is fully brought under control.
