The Bombay High Court at Goa in Suo Motto Petition PIL in W.P 4 of 2006 constituted a Citizens and Official Committee for North Goa to put in place to monitor the noise pollution in particularly in the coastal areas of North Goa. The citizens are directed to file their complaints or report to the "Authority " under rule 2 ( c ) and Rule 7 of the Noise Pollution ( Regulation and Control) Rules, 2000 as per Hon'ble High Court directions in the matter of Misc Civil Application No 588 /2010 in Suo Motto WP 4 of 2006.
The Court constituted Citizens Committee for proper implementation of Noise Pollution (Regulation and Control ) (Amendment) ,Rules ,2010 approached the High court in MCA 83 of 2019 in Suo Moto W.P. 4 of 2006 complaining of want of redressal of people’s grievances about noise pollution proposed development of 24 X 7 app enabling the Citizens Committee members to register complaints and curb the norm violations ensuring transparency and in a systematic manner.
The Government accepted the position that the Mobile App would facilate registration of complaints of noise pollution and expeditious actions on the part of the Authorities on the basis of such complaints. However the North Goa District Collector , shelved the proposal due to paucity of funds with the Government treasury to pay the Info Tech Corporation to develop the app or for reasons best known to the District Magistrate, North Goa.
It is not possible for the authorities nor the Committee Members or the beat Police to physically remain present at multiple locations from Candolim “Calangute “Anjuna- Ashvem- Morjim at the time of reporting on the violation of noise pollution during night hours by the citizens reporting on Emergency No 112 . The citizens committee proposed to the District Magistrate to develop the app which shall be user friendly and have auto escalation matrix with SMS system built in for logging complaints /grievances about noise pollution to the "authorities'" which would eliminate false complaints made on PCR 112 against the establishments.
The Citizens Committee have exhausted all their resources by approaching the District Magistrate who is also the Chairperson of the Official and Citizens Committee to install the app ( Noise Complaint Handling System Software for Public usage) as per the directions of the High Court in MCA 83 of 2019 in Suo Moto WP 4 of 2006.
