Destroying usable civic amenities is criminal

Our civic authorities seem to start laying of sewer lines, water lines, fibre optic / underground electricity cables only after the roads have been tarred and finished. This unplanned work has not only inconvenienced road users but  is also an abominable waste of taxpayers money. 

Inter departmental co-ordination between government agencies and private players is completely lacking. As it is,  the government takes years to repair potholed roads, damaging a perfectly good road and other civil assets is unacceptable and borders on the criminal. The government can certainly do better than destroying usable civic amenities.

The Gas Authority of India Limited (GAIL) which has laid underground natural gas supply pipelines in Goa recently has issued a public notice warning against encroachment of overlying land raising public safety concerns in some quarters.
