Compensate citizens for pathetic execution of Smart City works

The work for laying the new sewerage system in the capital city has led to the pathetic state of roads that have been dug and re-dug, creating shabby conditions not only for the people of Panaji but also for those from all over Goa who come to offices in the city to do their work, as well as for tourists, who have been put to great inconvenience. 

The High Court of Mumbai in Goa has rightly stated, "Half of Panaji is like a war zone". The High Court should, however, take cognizance of the apathy of the IPSCDL, the contractor Creative Entrepreneurs LLP, PWD, the Panaji MLA, the Mayor of CCP, as well as the Government of Goa, who collectively have to compensate heavily for the hardship caused to the people in general. The most affected are pedestrians, senior citizens, and motorists whose vehicles have been damaged. They must ensure that all mistakes of omission and commission by those involved for their dereliction of duty are rectified, as they did not have methodical planning for digging the roads and lacked insight in digging only selective roads at a time to ensure that citizens would not be put in the hardship that they had to undergo. 

No excuses should be accepted because the citizens had to pay a heavy price that could and should have been avoided by professional planning and diligent execution of work. It is unlikely that any other part of the country would have borne such a burden as the people of Panaji are facing. Shame on all the agencies and those involved in the works, including the Government of Goa.

It is really surprising that citizens of another country, Nepalis, are obtaining Aadhaar cards in Goa using fake documents to prove their Indian nationality.
