The city of Panjim was once superior to most of other cities in India, sadly it has become one of the worst currently. Many who are in the CCP panel have vast experience but they were shunted out or not even taken into confidence in matters of improvement of the city. The actual building of this city started in the year of 1542 during the tenure of Bishop Gaspar Leao Pereira. The Portuguese also continued to look after the city and achieved more progress. I was told they had left some documents and plans of how the storm water drains were routed to reach the River Mandovi. The current contractors might have seen several similar trenches or drains where they have been digging in Panaji but I don't think they have been keeping a record of such trenches if they have come across. I am sure if the present records are not maintained the situation will aggravate and future leaders in the CCP are going to face even more problems. I suppose that whatever digging work has been done, hopefully the drawing records will be available.
