There are two schools of thoughts, whether the traffic cops need to stop motorists (particularly the tourists) and check for violations and papers or check only for visible violations (tinted glasses in cars, not wearing seat belts or helmets, overloading etc.). In most States of India, tourists are soft targets especially if they are driving an out-station vehicle, and this is not common only in Goa. The cops are in a Catch-22 situation, if they perform their duties the public is angry and if they do not then their bosses are unhappy. Unless a motorist is stopped, the cops cannot verify if the driver has a valid license, registration, insurance, driving with temporary number plate, not drunk, holding kids/pets on the lap, and so forth. Let the traffic cops do their work and take a call as to which motorists need to be stopped for checking “ whether a local or a tourist.
