As part of their poll strategy, the BJP team in their Chintan Baitak realised, that in the absence of Manohar Parrikar and ten years of incumbency, they were set to lose the Goa assembly elections, which gave rise to Plan ‘B’ based on 'Chankaya neeti' and run by Satish Dhond who ran surveys across 40 constituencies to find out the winning candidates. The candidates selected were Priol Gawde, Ravi Naik Congress, Ind Rohan Khaunte, MJP Arlekar, etc and offered each of them Rs 20 crore to fund their election campaign and assured them an easy win, on condition that they joined the BJP. The shrewd Chanakya Dhond activated RG, to give a local flavour and instigated the Bahujan youth and sought to capture the imagination of Catholics. RG and Manoj Parab said exactly what people, specially Catholics, wanted and raised the POGO dual nationality issue. In almost 10-12 constituencies RG took enough vote share to sink Congress and MGP chances. Without the RG, AAP and TMC, the BJP would have won 10-12 seats. These were some of the unusual events that led to the rise of Modi power.
