The Chief Minister Pramod Sawant has appointed an officer of the Gujarat State Administrative Service as his OSD. This reminds me of the post liberation period when Goa did not having a bureaucracy and hence officers loaned from Maharashtra were appointed in host of positions even like Mamlatdar and BDO.
Sawant's decision to appoint a Gujarat State Civil Service officer makes one wonder whether Goan officers are not competent. Goa has a number of senior officers in the administration who are having great knowledge of the State, know the local Konkani language, and are also well versed with the challenges and strengths Goa faces. What made the CM rope in an officer from distant Gujarat?
While Sawant is entitled by law to select his personal office staff, the pay of such officers is from government coffers and hence the citizens have the right to know the rationale behind this decision.
