CM not serious about ground water contamination

Goa's Chief Minister Pramod Sawant seems to be sending mixed/confusing messages/signals/actions with regards to Goa's ground water contamination and depletion. On one hand the CM publicly states that his government is concerned on the same and is planning to address the crises urgently, and on the other hand in real action, his TCP Ministry,  Panchayat Ministry and Revenue Ministry,  are ignoring strong opposition (including from villages) and going all-out  to specially help many real estate companies/entities to build in violation of local laws/approvals, ignore the specific area's carrying capacities,  cause clear cases of environmental degradation/pollution and even pushing for additional FAR to help specific real estate companies. Why is the Goa government not listening to the multiple objections by gram sabhas opposing such mindless destructive development which in particular is contaminating/depleting ground water? I wonder if the Goa government is just making such deceitful statements, just to justify using/wasting tax money to bring in expensive experts/consultants to "cosmetically" address this growing ground water crisis.

Democracy requires rule of Constitutional law with freedom of speech to give and receive criticism with tolerance and humanity. The Prime Minister preaches Nagrik Devo Bhava (citizens shall be served like God).
