The recent Goa CM Pramod Sawant's admission regarding man-made factors for flooding and negligence of local bodies is embarrassing. The politics of distributing blame and credit. Though the government and ruling party is BJP till today they have been unable to find any solution to the flooding, landslides and waterlogging, blockages of drains due to the ongoing spell of incessant rains. The recently hot mixed roads have been washed off creating deep potholes. Governments have developed a convenient habit of blaming social problems on their citizens, placing too much emphasis on personal responsibility. People are responsible for the choice they make from their menu of opportunity when electing their representatives. The underlying problem is that government must be strong enough to maintain order, and to pass and then enforce laws and property rights systems that encourage coordination and solutions to problems. The government's failures have increased dramatically. Unfortunately, given the underlying problems contributing to such failures, more are likely to be arising in the future.
