Incubate Indian startups in renewable energy field

After focusing on domestic rooftop solar power generation maybe it is time to take a look at industrial solar rooftop plants if Goa wants to meet it's renewable energy goals. A study by Goa Energy Development Agency (GEDA) has concluded that industrial sheds can be gainfully used to install solar panels on a much larger scale than household rooftops. The state has set a goal to generate 150 MW of green energy over the next two years with rapid adoption of power generation and net metering playing a key role in the scheme of things. Though solar panels have been installed on 850 residential terraces and 200 commercial establishments, the total power generated by them is a measly 21 MW. There is scope of  capacity addition of @ 100 MW if government building rooftops and water bodies are used for panel installations, the latter  making use of floating membrane technology. Other than this the Centre must incubate Indian startups in the renewable energy field to come up with indigenous solutions. Solar power has literally a bright future in the country provided government policy aligns with native innovation and acts as an enabler. Hydrogen fuel cells next ?
