Nuisance parking adds to chaos on dug up roads

Go around the city, at every nook and corner the roads are dug up for one or other reasons.  Frequent road digging by various authorities has contributed to the present state everywhere.  Smart City works are proving to be a disaster for the residents of Panaji.  With digging in Panaji, it looks like a construction site now. Sometimes vehicles are parked in such a manner as they cause a complete road block, leading to traffic snarls, especially at 18th June Road and other parts of the city also.  Commuters in Panaji are becoming ever so perturbed by nuisance parking and traffic chaos due to dug up roads.  Nobody has the right to park vehicles on the road. The public road is for public use, not for illegal parking. Who should pay for vehicle wear and tear caused by bad roads?  If the government collects taxes, it is  bound to provide good infrastructure including roads.  Bad roads have increased our expenses as vehicles either develop technical snags or suffer dents while driving on worst roads.
