More clarity needed on 'One Nation, One Ration Card'

The government  implemented the 'One Nation, One Ration Card' plan for nation-wide portability of ration cards under NFSA. On paper, this allows beneficiaries to receive their entitled foodgrains from any fair price shop in the country, irrespective of where the ration card is registered. However, this ideal scenario doesn't always align with reality. There are cases contradicting ONORC’s provisions due to unclear guidelines and widespread confusion among fair price dealers and beneficiaries regarding its implementation.  The government should launch a special drive to issue ration cards to the vulnerable and economically weakest sections. The department must adopt a systematic approach to tackle frauds. Further, the department should work together with the Dept of Transport to identify ineligible BPL/PHH card holders who own four-wheelers for further proof of identity. PHH cards and Antyodaya Anna Yojana (AAY) cards, are given to the poorest among the BPL households. Because of the several  benefits attached to the card, individuals hide information and obtain PHH cards.  According to the NFSA Act 2013, up to 75% of rural population and 50% of the urban population are entitled to receive subsidised foodgrains under the targeted Public Distribution System.
