New short-sighted solution to Panaji's numerous woes

A news report appeared recently with a number of Corporators and other CCP staff standing along with the present Mayor of CCP displaying reflective collars in their hand which is their latest short-sighted "solution" to the problems of residents of Panaji, Taleigao, St Inez and Campal. They say lives will be saved as accidents are caused on account of cows walking on roads and footpaths and people running into them because they can't be seen. So instead of illuminating our streets our wise men have decided to illuminate the cows. What about potholes, stray dogs,  etc? Are we next going to put collars on dogs? And how about illuminating pot holes and speed breakers?  I have a novel idea. Maybe we put these things called street lights everywhere. Then we will be able to see and avoid the cows, dogs, potholes and other dangers that we are expected to live with. What next? Illuminated collars for drunk tourists mostly in Miramar beach is not a bad idea. Our youth will be happy to play on this beach sans these drunk visitors.
