No street lights on western and eastern bypasses

It has now been about four months since new street light fixtures were installed on this section of the western bypass from Verna to SGPDA wholesale fish market but have not been powered  making driving/riding on this road sector difficult resulting in some minor accidents at night.

One cannot understand the logic of the authorities of providing  the basic infrastructure but leaving it incomplete. On the eastern bypass from Nuvem to Arlem junction the situation is the same if not worse. This stretch of road where maximum heavy duty vehicles are using to go to other outstation destinations, was built about ten  years back has no divider (median) and has only two lanes.  There are no street lights at all on this section. Will the power department expedite this pending work and get the work of illuminating the western bypass fast-tracked and likewise do the same with the eastern bypass by fixing fixtures on either side to avoid a major accident.
