In Goa the unemployment is at its peak. Government jobs command a high premium and ordinary citizens have to cough up bribes. The cumbersome procedure and costs to obtain Portuguese passport is time consuming with the wait being 5 years plus. The facility is shifted to Delhi to make it inconvenient. Goans seek employment and this has nothing to do with nationalism. Many had obtained bilhete de indentidade (identity card), which was till date not assumed as passport renouncing citizenship but a proof and step of eligibility for a passport as and when needed. Portuguese passport holders could take advantage for admissions of wards to higher education abroad. Reasonable restrictions of govt service, voting , etc are valid conditions enforceable. Dual citizenship agreements exist with some countries and this could also be considered. The Portuguese passport also opens opportunity to move to European countries, free movement in Europe without visas.The bilateral relations with Portugal are on the ascendancy. It is a big source of foreign exchange besides relieves pressure on unemployment in Goa.
