PWD in dire need of major overhauling

This  is with reference to the news report' Ready to quit if I can't deliver : Minister ' (TGE June 16). It cannot be denied that the PWD is in dire need of a complete makeover, going by its dismal performance in the fields of water supply and roads in Goa. That the newly appointed PWD minister Nilesh Cabral has realised it after a few weeks of his appointment, needs to be appreciated. It is indeed sad that crores of rupees have gone down the drain with the appointment of foreign consultants like JICA  and others, who have failed to  provide Goa with an equitable water distribution system all the year round. The problems of water shortage in Goa would not have arisen had a separate hydraulic engineer's department been formed  to oversee the day-to-day maintenance of the water distribution system  and attend to the problems of  those facing water shortage and low pressures in their pipelines. Likewise another department to look after roads could be formed  to tackle potholes and road repairs. This will help to streamline the working and administration, which is presently  in bad shape.
