What’s behind widening gap between vax doses?

The gap between two doses of Covishield seems to be widening as the days go by. From the initial 4-6 weeks, it was stretched to 6-8 weeks and now 12-16 weeks. The advisory states that even six months after the first dose there's nothing to worry,  the effects of the first jab would stay. What is the reality? I'm no medical man to question the authorities, but one wonders, is this really based on medical study or is it another demand & supply equation. The authorities don't seem very convincing. Everybody knows that there is a big shortage of vaccines in the country and we are looking at imports to bridge the gap. People everywhere are getting impatient, many wanting to complete the second dose and a lot more first timers awaiting their turn. The whole thing seems to be a case of gross mismanagement. In fact, the whole Covid second wave has been mismanaged by the health authorities in the country. Well, where are we heading?
