Who should really pay for flooding in Panaji?

Chief Minister Pramod Sawant whilst chairing a meeting of the State Disaster Management Authority (SDMA) a month back had confidently said that Panaji will not be experiencing any flooding during this year’s monsoon despite of seeing the horrible condition of most damaged roads and incomplete work of different projects of the Smart City Project as he had claimed that his government has already taken hundred percent precautions to keep the city from flooding this time.   

Unfortunately, the State’s capital as expected has again flooded at many places and most road stretches have already been washed away following incessant rains. Now, what does CM Sawant got to say about this flooding and the worsening condition of Panaji in the first month itself of this year’s monsoon? And why is he still not holding anyone accountable for bringing Panaji to such a level despite of paying them crores of rupees?
