Why private industries hiring only non-Goans?

Chief Minister Pramod Sawant informed the Legislative Assembly on Friday that the government cannot compel private industries to hire local candidates, as it depends on the qualifications, skills, and attitude of the applicants.

So, what does Sawant really mean by that? Do our locals lack the qualifications, skills, or right attitude for jobs in these private industries in Goa? If the government cannot require these industries to hire locals, why does it permit them to set up here by offering huge subsidies and making promises of guaranteed jobs?

It seems that many private industries prefer hiring non-Goans because they can pay them lower wages. They find it difficult to do this with Goans, who often refuse to work for such low salaries in Goa.
