Traffic lights or signal violation challan lights?

The government is sending a strong message by installing cameras at traffic junctions, ostensibly to reduce accidents and improve road discipline. But one cannot help wondering whether the hidden agenda is revenue collection in the name of traffic monitoring. Before multiplying cameras, let the government first ensure that existing traffic lights function flawlessly. Functional signals should proliferate rapidly, particularly at accident-prone and congested junctions. Monitoring alone cannot remedy every road evil. The real priorities are wider roads, adequate street lighting, pothole-free surfaces, safer bends and curves, proper signage and, above all, quality road construction. Every monsoon exposes the poor quality of roads as surfaces are washed away and potholes return. With the rapid increase in motorcycles, dedicated service lanes and safer road designs deserve serious consideration. Accidents should be the principal parameter by which traffic policy is judged—not the number of challans issued or the amount collected. Do road taxes, penalties and traffic fines actually go exclusively towards improving roads and road safety? And what about the so-called watchdogs who report traffic violations? Safety must come before surveillance, and prevention before penalties.

Is RSS above law and constitution of the land ?

With the recent FCRA controversy, it appears that some NGOs  like RSS are exempt from scrutiny as they are not even registered in the first place. RSS has branches in many parts of the world, how is this NGO (as confirmed by BJP being the world's biggest NGO) getting funds from outside, if it's not registered in the first place in India?
