Which is the 'competent authority’ authorised to set up inquiry and investigate?


Panaji: Which is the competent authority authorized to set up an inquiry and investigate financial irregularities and malpractices at Goan sports associations. It is the Sports Authority of Goa, Goa Olympic Association or any other state government agency.

The ‘Competent Authority’ issue has surfaced in a letter which has been signed by Mapusa Police PSI Mangesh Palni and sent to the GCA officials as part of the inquiry into the complaint lodged by Secretary General Akhargekar.

Incidentally, the letter is addressed to the President of CAG but no name has been mentioned on it. The President Nitish Kerkar, along with Treasurer, Viplav Bhakta and Joint Secretary, Placid Fernandes are the three office bearers of CAG who have been mentioned in the complaint made to the Mapusa Police by the General Secretary.

For the record, before registering a complaint before the Mapusa Police in the first week of August, followed by a subsequent letter to the North Goa Superintendent of Police, the CAG officials had informed the Sports Minister Govind Gaude along with Benaulim MLA Venzy Viegas and requested Gaude to look into the issue of inflated bills and launch an inquiry.

The copy of the complaint where also sent to Sports Authority of Goa Executive Director Dr Geeta Nagvenkar, Chief Minister Dr Pramod Sawant and copy was also forwarded to the vigilance department.

GCA officials who have been following the inflated bills saga found that no headway has been made in the issue and no details have been sought by any of the government departments over the issue.
