Dept’s response to NIO’s oyster study is shell-shocking

Goa may be known for its beaches and party culture, but one cannot deny that the State is also popular for its fish-curry-rice. In fact, it is an inseparable part of Goa’s tradition. From the array of fish that fills a  platter, oysters (Saccostrea cucullata), popularly known as ‘Kalva’, have remained a prized delicacy, relished by generations of Goans and tourists alike. 

This cherished culinary heritage now faces an unsettling challenge. A recent scientific study by the National Institute of Oceanography (NIO) has found that regular consumption of oysters harvested along Goa’s coast could pose a significant health risk due to high cadmium contamination. What makes the findings particularly alarming is the fact that the coastal seabed itself appears relatively free of contamination, while the oysters are not. Acting as natural filter feeders, they quietly accumulate heavy metals from their surroundings, concentrating them in their tissues until the levels become potentially hazardous for human consumption.

The NIO study, Distribution, Bioaccumulation and Human Health Risk of Mercury and Cadmium in Coastal Sediments and Oysters along the Goa Coast, draws a sharp distinction between environmental contamination and biological accumulation. While coastal sediments recorded an average cadmium concentration of just 0.16 mg/kg and negligible mercury levels of 0.005 mg/kg, oyster samples painted a far more worrying picture. The average cadmium concentration in oysters stood at 3.37 mg/kg, exceeding internationally accepted food safety limits at most sampling locations. Areas such as Baga emerged as contamination hotspots. The researchers concluded that cadmium (not mercury) is the principal factor driving elevated Target Hazard Quotient (THQ) and Hazard Index (HI) values, clearly indicating a potential health risk for regular consumers.

For those who routinely include shellfish in their diet, this is very concerning. Cadmium is a toxic heavy metal that accumulates gradually in the human body. Unlike foodborne bacteria or viruses that trigger immediate illness, cadmium builds up silently over years, often without obvious symptoms until significant damage occurs. Prolonged exposure can impair kidney function, reduce bone density, and increase the risk of osteoporosis and osteomalacia. Because oysters filter enormous volumes of seawater to feed, they naturally concentrate heavy metals in their edible flesh. 

What is rather surprising is the State Fisheries Department’s response to the findings. Rather than treating the study as a warning requiring immediate attention, officials appeared more concerned with procedural formalities. The department dismissed the findings on the grounds that it had not received an official report from the NIO. Deputy Director Chandrakant Velip reportedly suggested that such research should not enter the public domain without first being routed through the bureaucracy, while Fisheries Minister Nilkanth Halarnkar described it as little more than “information in the air.” 

Such reactions inspire little confidence. Public health warnings issued by one of the country’s foremost scientific institutions should be taken seriously, not with bureaucratic scepticism or administrative delay. A government committed to safeguarding public health should have engaged with the NIO as soon as the study became public. The department’s admission that it lacks a dedicated research wing and does not routinely monitor heavy metal contamination in coastal shellfish points to a serious shortcoming. 

Waiting for an official communication before taking action is an approach that serves neither science nor public interest. Instead, the government should immediately collaborate with the NIO, undertake extensive sampling across the coastline, and issue precautionary advisories wherever contamination levels warrant concern, particularly in the identified hotspots. Protecting public health is the bounden duty of any government, and which is why it should respond proactively to credible scientific evidence.
