CM opens new chapter, adds ‘value education’ in schools

PANAJI
Chief Minister Manohar Parrikar assured to improve the quality of education by earmarking a ‘non-lapsable technology fund' of ` 100-200 crore which would go into improving value education including inculcating civic sense, hygiene, traffic sense as well as financial education for school students. Parrikar also surprised the House by saying that as many as 14 per cent students at the primary level had some problem, which was known only because they confided in the school counsellors.
Funds for
enhancement of the quality of education would be from the ‘non-lapsable technology fund' worth ` 100-200 crore that Parrikar said he would set up by the year-end.
The new value education concept, which we are introducing will include issues like use of sanitary napkins, sanitary hygiene and their safe disposal, civic sense, hygiene, etc., Parrikar said.
"14% of children have some or the other problem. Some have serious problem. Sexual abuse cases by neighbours, teachers, parents, relatives. Even suicide tendencies among 12-13-15 year olds," Parrikar said.
Parrikar also said that counselling in schools revealed many problems with as many as 14 per cent of students having some problem or the other.
"There are age-old methods in school but at home all digital devices," Parrikar said.
Parrikar said that the focus would be on the issues of changing the education system to make it more technology friendly as currently a child comes from a school in which the education system has not changed but a home that is completely digital.
"Quality means not only infrastructure. How many of you know how foreign exchange works. How many know how to open a bank account? We will teach our children this. The quality will enhance," Parrikar said.
This quality enhancement Parrikar said would include knowledge of financial systems.
He, however, assured that infrastructure would not be neglected and that there would be a special team in GSIDC and with a junior engineer in each taluka and a trainee engineer under him.
"Each teacher can call him on a daily basis and tell him what's the problem in the school," Parrikar said.
