PANAJI: When Chief Minister Parrikar issued instructions to all ministers and heads of departments to prepare a comprehensive plan and new proposals for a meeting ahead of the State's budget on February 22, one would have assumed that the response would have been positive.
On the contrary, most ministers and department heads are set to attend the meeting without the necessary plans and proposals, with only a few of them having diligently prepared their plans.
During the presentation of the State's budget, evaluation of schemes under various departments, developmental works, pending proposals, success and failures of schemes, technical hurdles and proposed legislation improvements are some of the many aspects to be covered.
The government's financial management plan is present during the budget and with Chief Minister Manohar Parrikar a master in financial management, he is expected to focus on the finer points of each department.
Parrikar had expected all ministers and department heads to review schemes and development works under their respective departments and recommend improvement in the new proposals.
“However, the chief minister was disappointed after failing to get the desired response from department heads and ministers concerned,” a reliable source told The Goan.
“This is especially the case, since the chief minister is busy working overtime from the morning till night, with the intention to give up the earlier format of budget presentation and to present a new format.”
“His level of enthusiasm, dedication and professionalism in working on the budget has not been reflected by many ministers and officers.”
“Faced with lukewarm response from his ministers and heads of departments, the chief minister has now taken personal interest in all departments and has instructed all officers to prepared the detailed reports of their respective departments,” the source added.

recover Rs 300 cr
PANAJI: Chief Minister Manohar Parrikar has plans to recover a whopping Rs 300 crore as additional revenue, without putting any burden on the common man.
Quoting Arya Chanakya's wisdom at a recent interaction with media persons, Parrikar said the bee was in a position to extract nectar from the flower without the knowledge of the flower.
“In the same way, I want to get additional revenue of Rs 300 crore for the state without hurting the common man,” Parrikar said.
