This brings to the fore the core question as to how the Margao civic body issued the negative certificate without any application from the party. That’s not all. The non-availability certificate issued by the MMC to the party to approach the court allegedly had the forged signature of Margao Municipal Council birth and death section head, indicating a deep-rooted conspiracy clearly involving some unscrupulous municipal officials.
When MMC officials sought to inquire into the birth certificate row, they found to their shock and surprise that there’s no application in the name of Renuka Tehsildar anywhere in the record books of the civic body, raising questions how the civic body had issued the non-availability certificate to the party to approach the civil court to obtain an order for fresh birth registration.
MMC officials in the know said that it is mandatory for a party to submit an application accompanied by documents such as baptism certificate, school leaving certificate, etc., while applying for the non-availability certificate. In the instant case, the application from the party (in this case Renuka) is not at all found in the record books of the civic body.
What has further raised eyebrows and which clearly points fingers at some unscrupulous elements in the civic body is the fact that the non-availability certificate purportedly issued by the civic body had the forged signature of the municipal section head.
In this connection, the Margao police have interrogated the section head and has learnt that the signature appearing in the non-availability certificate purportedly issued by the civic body has been forged.
Even the rubber stamp used on the certificate has turned out to be a duplicate one, sources said.
The Margao police are trying to find out whether any other civic employees, other than those manning the births and deaths section, were
involved in the fresh registration of Renuka’s birth armed with an order from the civil court.
The police are trying to find out whether the applicant had attached the mandatory documents in the court before obtaining the order issued to the Margao Municipal Council for fresh registration of Renuka’s birth.
The Margao police had last week registered a case against Renuka Shivaji Tehsildar and others for cheating, forgery and impersonation after taking cognizance of the complaint lodged by the Fernandes family from Benaulim stating that the MMC had issued two birth certificates to the accused.
Meanwhile, the anticipatory bail application of Renuka will come up for hearing before the South Goa Sessions Court later this week.
In this case, the elderly couple from Benaulim Agostinho and Maria Fernandes had rented the house to Renuka, a native of Karnataka since the last three years. Only recently, they found to their shock and surprise that Renuka and a youth had registered their marriage with the former giving her name as Rita Agostinho Fernandes and the youth Arogya as Arogya Fernandes.
