Resentment is brewing among the police constables recruited in the police department in 1996 (batch 3) for not giving them time-bound pay as per VIth Pay Commission. Speaking to The Goan, the constables on condition of anonymity said 164 constables were recruited in the police department in 1996. After completion of 12 years of service, Time Bound Pay scale was given to them in 2008 as per the rules. Under Time Bound Pay scale, one increment and grade pay is given to the constables. As per the VIth Pay Commission, as the constables had completed 20 years of service, second Time Bound Pay scale was due to them in March 2016. Accordingly, the Administration/Accounts department prepared the file and had sent it to the senior officials of the Police Department at the Headquarter for approval. The police constables further said the senior police officer concerned returned the file with the remark stating that “since Annual Confidential Report (ACR) of some constables has not been received, the matter may be kept in abeyance”. “Now, it s over three months that the matter is hanging in balance, but the department has not taken any action in this regard. Due to non-receipt of ACR of some constables, it s not fair on the part of the department to keep in abeyance Time bound Pay scale of all the remaining constables,” said an aggrieved constable. The constables further said to get promotion as hawaldar, the constable has to wait for 15 years minimum and another 15 years to get further promotion. There are some constables who have completed graduation but no weightage is given for higher education. By the time, they get retired they can barely rise to the post of Assistant Police Inspector. The government should at least give them Time Bound Pay scales on time, said the constables.
