A group of citizens under the banner of Citizens for Planned Development at Fatorda has demanded the registration of a FIR against Margao Municipal Engineer Surendra Gaonkar and the local Councillors for allegedly flouting norms and violating the law in respect of the land filling work of the Borda service road.

The group comprising of Ethel Lobo, Avinash Tavares, Laurel Abranches, Piedade Noronha, Melvyn Fernandes, Felix Dias and others clarified that they are not opposed to the Borda service road or any other development, but demanded that development be carried out with permissions and approvals from the concerned departments.

Addressing the media, Ethel said they are not against the road construction, but are against the illegal manner in which the works are being carried out without permissions and proper planning. “We fear that these works will be re-tendered during the construction of the road and will cause a huge loss to the exchequer,” she said.

She said the mud is being dumped in an area that does not conform to the current ODP plan, adding that it appears that the MLA and the municipal council are constructing the road using an earlier ODP plan which is obsolete.

Demanding action against the municipal engineer, Avinash Tavares said the municipal engineer has failed to demarcate the area along the service road for land filling. “File noting shows that the municipal engineer has only conducted a site inspection and not demarcated the area as per the NOC issued by the PWD,” he said, while demanding action against the Flying Squad for not responding to calls to stop the land filling activity.

Laurel Abranches demanded to know whether the land filling for the parking area near the Old market circle has the permission of the TCP, while former MMC chairperson Piedade Norohna sought to know whether a sewerage service road can be used for the public or is restricted for use only for the department.

They later called on the MMC Chief Officer Y B Tawde and demanded action.
