Expressing deep grief over the death of young footballer Dailon Carvalho during a football tournament at Dando Ground, Benaulim, MLA Capt Venzy Viegas unveiled a comprehensive proposal titled “Goa State Emergency & Local Governance Management with 108 Ambulance System.”
Viegas said the tragic incident exposed the complete collapse of Goa’s emergency response system and blamed the BJP government for failing to ensure timely emergency medical assistance. He claimed that had the 108 ambulance reached on time, a precious life could have been saved.
Addressing the media, he questioned why the BJP government could not ensure that ambulances reach emergency sites within five to 10 minutes when every minute is critical to saving a life. He further said organisers of sporting events and the government must ensure proper medical arrangements or ambulance services are available near football grounds and other sports venues where hundreds of youngsters participate.
“Since the government has failed to address this issue and is unlikely to take meaningful action, I have decided to present a comprehensive emergency response plan that can transform Goa’s ambulance services,” Viegas said. “The plan aims to modernise Goa’s existing 108 ambulance service by integrating it with local governance institutions and technology-driven emergency response mechanisms.”
He said the proposed Goa State Emergency & Local Governance Management with 108 Ambulance System includes instant location identification of callers, particularly in Goa’s villages and semi-urban areas; automatic dispatch of the nearest available ambulance through real-time GPS tracking; and strategic placement of ambulances near high-density panchayats, municipal areas, highways and other critical locations.
Paying tribute to the late Dailon Carvalho, the Benaulim MLA said the best tribute to the young footballer would be to build an emergency response system that ensures such tragedies are never recur in Goa.
